  • Rice Creek Commons, formerly known as The Twin Cities Army Ammunition Plant (TCAAP), Redevelopment is the repositioning of a brownfield Superfund site previously owned by the US Army. Ramsey County purchased the site from the Army and has completed environmental remediation of the area to residential standards. Alatus was selected by the County in June of 2016 to act as the Master Developer of the site. 

    The 427 acre site is the largest redevelopment project in Minnesota. It is located 15 minutes north of the downtowns of both Minneapolis and Saint Paul. The project value of over $800 million dollars when complete will consist of about 1500 housing units, 2 million square feet of office and commercial space, hotel, restaurant and entertainment uses, 3 miles of recreational trails, 23 acres of public parks, and a 40 acre ecological nature area.
